Bargarh is rich in Agricultural Industries. But the present State Govt.  Industrial Policy 1996 is not helpful for the rapid industrial development of the District. Although Bargarh is declared as a B class Zone. The main objects of Present Industrial policy of Orissa (1996) are; -

(1)  Harnessing Orissa’s Vast natural resources  and potential for accelerated industrial growth consistent with the protection of environment .

(2)  Advancement of Agriculture by establishing appropriate linkage.

(3)  Attracting and facilitating large investment in infrastructure and industries both from inside and abroad.

(4)  Generating employment on a large sale in industrial / Commercial activities.

(5)  Development of backward areas/ reason of the state through industrial /mining ventures.

(6)  Strengthening the rural economy through development of agro based industries, small industries, village and cottage industries, sericulture, handloom and handicraft.

(7)  Stimulating and strengthening local entrepreneurial base / talent.

(8)  Development of skill / expertise.

 

For the development of Industries IPICOL (Industrial promotion and Investment Corporation of Orissa Ltd ) IDCOL (Industrial Development Corporation) and OSEDC ( Orissa State Electronics Development Corporation) are the nodal agencies promoting large medium and small scale industries in the state .  There is no Large or medium Industries in Bargarh under the Central govt.  Although Bargarh is a growing Industrial area till yet no branch of IPICOL in this district . After the incorporated of IPICOL in 1973. The duty of IPICOL is to promote large and medium Industries . Which also provide low cost consultancy service for industries, assists entrepreneurs from the time in conceptualization of industry till final commissioning and disburses subsidy on the basis of feasibility reports.

 

Bargarh  CEMENT Ltd , Bargarh  is the  largest cement manufacturing industry of Orissa presently managed by ACC . Previously it was a subsidiary cement factory  Orissa  under IDC ( Industrial Development Corporation ) IDCOL was set up on 29th March 1962 . After the establishment of Orissa industrial infrastructure Development Corporation in 1981 , it established 66 Industrial estate in the state out of which Bargarh is one among them . But due to several reason industrial growth in this industrial area is very poor. Hence since long most of land was laying vacant and unutilized. Hence now govt. started to lease out some unutilized land to private parities.

 

Science 1956 Orissa State Financial Corporation (OSFC) is providing term loans for the establishment of Small and medium scale industries in the State. A Branch of OSFC is working at Bargarh science 1999. OSFC is also provides financial assistance for a number of allied sectors like transport, Hotels, Nursing homes and clinics, acquisition of mining and road construction equipments etc. For the development of Small-scale industries Districts Industries Center (DIC) was created. Which operate as the nodal agencies for the development of small-scale industries of the area.

 

As per the annual  industrial survey  conducted by Dept of Finance there was  there was 62 registries  factories in Bargarh  (As on 1.4.1997  ) having total employees of 6083 and its productive capital was Rest 7288,000.00  and Net value added by the manufacture was  Rs. 1952 laks . As per the statistics of Directorate of Economics and Statistic, Govt. of Orissa when Bargarh became a Separate District in 1993 there was 52 reported industrial units having 5921 nos of worker with a working capital of 2,58,249, 000 .00.

 

Orissa Weaver’s Co-Op Spinning Mill ltd located at Tora, Bargarh was set up in 1959 and it is the oldest spinning mill set up by Govt. of Orissa in the co –operative sector. Its installed capacity was 30,800 spindles. The production & Capacity Utilization is as follows.

The Mill was on Conversion since 1995 . The converter supplied the raw material and then picked the finished Yarn, on Payment of conversion charges the mill produced 100% Gray cotton in 14s, 20s, 26s, 32/34s and 40s count. The cotton yarn was produced in both hank and cone forms. The Product wise breakup was as follows.
